Without all of the heinous antagonists featured in the series, the GTA games would not have been nearly as enjoyable. Every good story requires a decent old fashioned villain to keep it moving forward and build tension between both the characters, whether it’s about a smart old witch or a snide kingpin. The GTA adversaries are the most heinous of all. They can’t afford to be soft and flexible, considering the game’s overall concept.

Devin Weston

The GTA series has a lot of greedy characters, each one more so than the last. The self-styled philanthropist is no exception. He just can not care less about the poor people he exploits as long as his riches are bursting at the seams. Perhaps if the old goon hadn’t been such a dud, he would have been less despised. He appears to be caught in the black, unable to see past his self-indulgent motives, rather than demonstrating ethically grey features.

Sonny Forelli

In a city as volatile as GTA Vice City, it’s understandable to be cautious, but Forelli’s scepticism is excessive. His pessimism prevents him from trusting anyone, including his closest friends. He is also incredibly savage in his behaviour. He almost has to be. Fear, rather than trust, must bind his victims. Forelli’s crazed rants and terrifying warnings make for a few of GTA Vice City’s most riveting episodes. Despite his shortcomings, he is universally regarded as one of the series’ best villains.

Draco Brevic

Another nasty villain who revels in his underground renown and considers it his life’s mission to cause the main character as much misery as possible. The notable thing regarding Draco is that he does have a connection to the protagonist, Niko. Both experienced childhood in a Yugoslav village and engaged in Yugoslav wars.

Frank Tenpenny

Frank Tenpenny is the most despised adversary in the film. Nothing in the game can stand up to his corrupt, nasty, and filthy demeanour. His quest for power has warped his psyche to the point where he can no more discriminate between right and wrong – not that any GTA antagonist, or protagonist, has ever been able to do so.

Big Smoke

The backstabbing idiot who deceived Carl Johnson for a crack at fame and fortune is the villain whom fans can’t help but find love for every time they return to San Andreas. Smoke tells his friend as he dies that a selfish crook like him has no choice but to die. While this does not excuse what he did, it does explain that Smoke didn’t mislead CJ out of animosity, making him the series’ most human villain.
